I need to run a small display with battery. It uses USB power supply, 5 volts 1.5A. Could I use a 10000 mAh battery with the mini-low-power TPS613222A boost converter to convert it to 5 volts? Or would you recommend the step up modules instead?

You can use a 10000mAh battery, but you need a bigger boost converter. TPS613222A is for a smaller current than 1.5A.
We don’t have a boost that works on batteries (because battery voltage drops as you discharge it). Try to find something that can work with input voltages from 3V to 4.2V and get you a 5V output.
If you don’t find anything else, try with the LM2587 step-up module. It works from 3.5V, and you can’t get the full capacity of the battery, but it should work on the battery until half of capacity.

I found this Lipo-Rider-Plus charger/boost module. I have purchased several batteries from you. Will it be safe to convert the 10000 mAh battery to 5V 1.5A with this?

You can use this charger/boost for powering the LCD.
